If I've been online a couple times and your mail isn't shown as being read, it defitely doesn't mean I'm ignoring you.

I read them without opening them, and open them when I'm either replying or consider them to be taken care of.

Generally speaking my mail that shows as unread are issues that haven't been taken care of or need further attention, that way I can see them much more easily and not forget about them.

You are ignoring me :P

And yes, the minister usually gets about 200+ mails, if not more. It is difficult to reply to all the mails and at the same time fix things around. Therefor, do not expect a reply right away. :)
